Amendment to Section 4.5.5.5 and 4.6.5.9 (ii) of the BCSR 2023

General and Elementary Service Personnel are currently appointed for a maximum period of
three years with subsequent extensions granted every three years based on clean service record
and performance.
The Commission during its 8th Meeting held on July 11, 2024 amended the following sections of
the BCSR 2023 and increased the maximum period for initial appointment and extensions to five
years.
4.5.5. General Terms of Appointment
4.5.5.5 Initially be appointed for a maximum period of five years. Agencies may determine
the duration within the five years based on the need for effective administration
and management of the GSP/ESP.

4.6. Remuneration and Benefits
4.6.5.9 (ii) A GSP/ESP’s service may be extended with the consent of both the Agency and
the employee concerned for terms not exceeding five years at a time.

The above amendment will provide longer job duration, reduce administrative burden for those
required for longer duration and continue to maintain flexibility of ESP/GSP management at
Agency level. This change will balance administrative efficiency with effective personnel
management.

The notification shall come into immediate effect.
