The Royal Civil Service Commission (RCSC) serves a pivotal role in guiding and nurturing Human Resource (HR) officers across Bhutan’s civil service. RCSC’s HR parenting function is designed to support the professional growth of HR officers, enhance their competencies, and cultivate a cohesive professional community.
This initiative encourages the growth of HR Officers as a professional community in their own right and fosters the exchange of ideas, mutual support, and ensures uniform implementation of HR actions in accordance with the Bhutan Civil Service Rules and Regulations (BCSR). As of February 2025, the civil service in Bhutan comprised 3xxx individuals, with HR officers playing an indispensable role in managing this diverse workforce.
Globally, the HR function is recognized as a cornerstone of organizational success, overseeing critical areas such as talent acquisition, performance management, employee development, and compliance with labor laws. Effective HR management fosters a productive work environment, aligns human capital with strategic objectives, and ensures organizational resilience in the face of challenges.
